OUR BOARD OF DIRECTORS
Ed Hanlon - President
Term: May 2025 - May 2026
Ed Hanlon has lived on Swann Street in the heart of our neighborhood since 1995. He
graduated from Georgetown Law with honors and has been a practicing attorney for more than 35 years. Ed graduated from Boston College, magna cum laude/Phi Beta Kappa. He also has a Master's degree in applied mathematics. Ed has been very active in our Community for years, often donating his time as an attorney to neighborhood causes. He was very active in opposing the Masonic Temple project and conceived the current city-wide challenge under the Americans with Disabilities Act to DDOT’s bike lane program. That ADA challenge is being handled by attorneys from 2 nationally known law firms. Ed was also DCCA's representative for the zoning hearings on 1617 U Street. Ed’s photo shows his passions, his love for dogs and his love for gardening.
Marcy Logan - Vice President
Term: May 2025 - May 2026
Vice President Marcy Logan is a graduate of Miami University. Marcy arrived in Washington from Ohio in 1963. She first lived at the Willard Court Apartments at 17th and Willard. Ten years later she started buying and renovating houses, first in Capitol Hill and then Dupont Circle. Her early experience with the Capitol Hill Restoration Society led to her joining DCCA in the late 70’s. In 1980 she and her business partner started a condominium management company which was eventually handed down to her partner’s son. Taking delight in Dupont architecture and the stories behind the houses, Marcy has enjoyed working on the DCCA House Tour. As an avid birder, Marcy looks for birds while she works in Freedom Garden and T St Park.
Arlene Feskanich - Treasurer
Term: May 2025 - May 2026
Arlene Feskanich moved to Washington with her husband, Hossain Mousavi, in 1984 to take a job with the federal government. She began her federal career as a computer programmer with the Internal Revenue Service. She retired in 2015 as an IT auditor in the office of the Treasury Inspector General for Tax Administration. Before moving to Washington, Arlene was a teacher of English as a Second Language in Mexico, Algeria, and Philadelphia. Arlene has lived in her Seaton Street neighborhood since coming to Washington. She loves the neighborhood’s diversity and its strong sense of community. You can often find Arlene and her husband outside chatting with neighbors, gardening, and tending to their rose bushes.
Debbie Hanrahan - Director
Term: March 2026 - May 2026
Debby Hanrahan, a Maryland native, has lived in Dupont Circle for 60 years.
Debby served in the Peace Corps in Chile; worked as an assistant to local civil
rights/education icons and former D.C. Council Members Julius Hobson and Hilda
Mason. She helped start Friends of Ross Elementary School, and initiated our
neighborhood school’s annual Christmas tree sale and annual Mother’s Day book
sale. Debby was an early member of the D.C. Statehood Party and leading
signature-gatherer on the successful ballot initiatives in the early 1980s
which endorsed statehood, and established a constitutional convention which
created a voter-approved constitution for the new state — kick starting the
current statehood movement. She worked on other successful ballot initiatives,
including for the legalization of medical marijuana and a nuclear weapons
freeze. Debby has assisted in DCCA programs in support of a local family
homeless shelter. She has also campaigned for social housing and other socially-beneficial
uses of public land through the organization Save DC Public Land.
Kerry Kemp - Director
Term: March 2026 - May 2026
Kerry Kemp has lived in Dupont Circle for decades, and
her connection to the area has deepened over the years. Arriving as a Middlebury
College graduate, she was thrilled to be in the heart of an economically and
racially diverse, culturally rich, and uniquely historic neighborhood close to
Rock Creek Park. Kerry is an avid reader, bicyclist, and gardener; she also
loves music, theater, and films.
For many years, Kerry worked on Capitol Hill at the Office of Technology Assessment, a bipartisan agency advising Congress on emerging policy issues involving science and technology. Kerry cherishes and wants to preserve the unique historic structures, the diverse community, the small businesses, the cultural institutions, and the green spaces that make Dupont Circle so special. She also believes that developing green infrastructure, supporting small businesses, and creating affordable housing options are key to the neighborhood's continued growth and vitality in the coming years.
Scott Kuechenmeister - Director
Term: March 2026 - May 2028
Scott Kuechenmeister attended West Point. He is a US Army Special Operations veteran who brings
a high-level perspective on strategic leadership and operational excellence to
the board. Following his military service, he spent six years in Afghanistan
and Iraq working as a contractor for several classified projects. A dedicated
resident of the community for many years Scott shares his home with his three cats and his
long-term partner, Danielle Brian.
As a long-standing civic advocate here in DC over the past decade , Scott is committed to DCCA's mission and prepared to bring disciplined leadership, broad coalition-building experience, and a principled voice to the board's work protecting this neighborhood's historic character for future generations.
Courtney Stockland - Director
Term: March 2026 - May 2027
Courtney Stockland
has been a proud DC resident for over twenty years. She is a graduate of Boston University with a Bachelor of Arts (B.A.), in International Relations and National Security Studies. Along with her husband and
thanks to a VA loan, she loves residing in the special area of our town where
Dupont, Kalorama, Adams Morgan, and the U Street Corridor all converge. Professionally,
Courtney spent over twenty years in executive support in the consulting
industry. She is now the Founder and CEO of a small business focused on custom
catering, hosting assistance, and other lifestyle support services for local
families and organizations. Courtney values the green spaces our city offers,
healthy civil discourse, and a common sense approach to the issues that face
our communities.
