The actions of DCCA's Board of Directors are governed by DCCA's Bylaws adopted in 2013.

Our Bylaws are a crucial legal document that outline our internal rules and operating procedures.

Ed Hanlon  -   President  
Term: May 2026 - May 2027

     




        

   

      

       Ed Hanlon has lived on Swann Street in the heart of our neighborhood since 1995. He graduated from Georgetown Law with honors and has been a practicing attorney for more than 35 years. Ed graduated from Boston College, magna cum laude/Phi Beta Kappa. He also has a Master's degree in applied mathematics.  Ed has been very active in our Community for years, often donating his time as an attorney to neighborhood causes.  He was very active in opposing the Masonic Temple project and conceived the current city-wide challenge under the Americans with Disabilities Act to DDOT’s bike lane program. That ADA challenge is being handled by attorneys from 2 nationally known law firms. Ed was also DCCA's representative for the zoning hearings on 1617 U Street.  Ed’s photo shows his passions, his love for dogs and his love for gardening.


Marcy Logan  -  1st Vice President
Term: May 2026 - May 2027

        Vice President Marcy Logan is a graduate of Miami University. Marcy arrived in Washington from Ohio in 1963. She first lived at the Willard Court Apartments at 17th and Willard. Ten years later she started buying and renovating houses, first in Capitol Hill and then Dupont Circle. Her early experience with the Capitol Hill Restoration Society led to her joining DCCA in the late 70’s. In 1980 she and her business partner started a condominium management company which was eventually handed down to her partner’s son. Taking delight in Dupont architecture and the stories behind the houses, Marcy has enjoyed working on the DCCA House Tour. As an avid birder, Marcy looks for birds while she works in Freedom Garden and T St Park.

Tammy Williams  -  2nd Vice President
Term: May 2026 - May 2027

       Tammy Williams is a longtime Dupont Circle resident at the Chastleton with her teenage daughter. She has been an educator for more than 30 years, including more than 20 years as a high school principal. Dr. Williams is a strong advocate for community engagement, educational opportunity, and inclusive neighborhoods. She believes residents deserve a meaningful voice in decisions affecting Dupont Circle’s future.

Arlene Feskanich  -  Treasurer
Term: May 2026 - May 2027

             Arlene Feskanich moved to Washington with her husband, Hossain Mousavi, in 1984 to take a job with the federal government. She began her federal career as a computer programmer with the Internal Revenue Service. She retired in 2015 as an IT auditor in the office of the Treasury Inspector General for Tax Administration. Before moving to Washington, Arlene was a teacher of English as a Second Language in Mexico, Algeria, and Philadelphia. Arlene has lived in her Seaton Street neighborhood since coming to Washington. She loves the neighborhood’s diversity and its strong sense of community. You can often find Arlene and her husband outside chatting with neighbors, gardening, and tending to their rose bushes.

Scott Kuechenmeister  -  Secretary
Term: May 2026 - May 2027

            Scott Kuechenmeister is an Army Special Operations veteran and longtime Dupont Circle resident with extensive leadership and operational experience. Scott has been active in civic and community issues in Washington for many years and is committed to disciplined leadership, transparency, and protecting the neighborhood’s historic character

 

Kerry Kemp  -  Director
Term: May 2026 - May 2029

             Kerry Kemp has lived in Dupont Circle for decades, and her connection to the area has deepened over the years. Arriving as a Middlebury College graduate, she was thrilled to be in the heart of an economically and racially diverse, culturally rich, and uniquely historic neighborhood close to Rock Creek Park. Kerry is an avid reader, bicyclist, and gardener; she also loves music, theater, and films.

For many years, Kerry worked on Capitol Hill at the Office of Technology Assessment, a bipartisan agency advising Congress on emerging policy issues involving science and technology.  Kerry cherishes and wants to preserve the unique historic structures, the diverse community, the small businesses, the cultural institutions, and the green spaces that make Dupont Circle so special. She also believes that developing green infrastructure, supporting small businesses, and creating affordable housing options are key to the neighborhood's continued growth and vitality in the coming years. 

Phil Carney -  Director

             I was first in the DC area for a year of Army training and my last duty station was at NSA. I’ve been here ever since. My first community activism was as a volunteer with the Gay Men’s VD Clinic and later helped start the volunteer Gay Council and Drinking Behavior. In 1978, we combined those groups and two other volunteer groups to form Whitman Walker Clinic and served as one of 2 full time employees. The first location was in the 1600 block of 17th Street NW and I moved to the 1500 block of 17th NW. Years Later I retired from an unnamed agency of the US Department of the Treasury. My retirement part time job and volunteer gardening is at Foundry UMC . As a Dupont resident I got involved with a few DCCA activities: Rat Patrol, League of 8,000, Sidewalk Tree Project, Call Box Project, Tulip Project, Mulch Project, Stead Project (wore out two weed whackers and occasionally picked up shell casings), Environment Committee, Graffiti Project, House Tours, DCCA board member and SCOOP the dog, who like Smokey the bear is a costume with a message, “Scoop Your Pet’s Poop.” Before the DCCA Scoop signs and the big dog, you literally had to watch where you stepped on our neighborhood sidewalks. Over 20 years ago, Steve Aupperle and I turned the weed and trash filled triangle park east of Dupont Circle into a garden for “everyone to enjoy.” Served as DC Council Environment Commissioner. Helped start the Ross Elementary Christmas Tree Sales and the Mother’s Day Book Drives.  Served as ANC2B07 Commissioner for six years. Have multiple Ross Elementary Valuable Volunteer awards, US DOJ Certificate of Appreciation (“Borf” graffiti felony prosecution), Historic Preservation Award (Call Boxes), DCCA’s Distinguished Service Award and a Lifetime Membership in DCCA.   

 Courtney Stockland  -  Director
Term: March 2026 - May 2027

         Courtney Stockland has been a proud DC resident for over twenty years. She is a graduate of Boston University with a Bachelor of Arts (B.A.), in International Relations and National Security Studies. Along with her husband and thanks to a VA loan, she loves residing in the special area of our town where Dupont, Kalorama, Adams Morgan, and the U Street Corridor all converge. Professionally, Courtney spent over twenty years in executive support in the consulting industry. She is now the Founder and CEO of a small business focused on custom catering, hosting assistance, and other lifestyle support services for local families and organizations. Courtney values the green spaces our city offers, healthy civil discourse, and a common sense approach to the issues that face our communities. 

Founded in 1922 in a townhouse at 1767 P Street, to promote and protect the interests of the residents, the Dupont Circle Citizens Association (DCCA) is the premier civic and residential organization in the Dupont Circle area.  DCCA brings neighbors, including residents, businesses and non-profit organizations, together to improve the quality of life in an active and diverse urban neighborhood. It holds membership meetings nine times each year, which are open to the public, organizes the Dupont Circle House Tour, resolves neighborhood issues through its committees, donates to local causes, and incubates innovative projects.
