Susan Volman - President
Term: May 2023 - May 2024

Susan Volman moved to Washington in 1996 for a temporary job at the National Science Foundation, and rented an apartment in Castleton.  In 1998, she accepted a job at the National Institutes of Health in Rockville, sold her house in Columbus, OH, where she had been on the faculty of The Ohio State University, and bought a house on the 1500 block of Corcoran Street, which she could see from her apartment window.

After becoming a Dupont Circle home owner, Susan began her community involvement with the old PSA 309, in what is now known as Borderstan.  She also attended ANC meetings, and in 2005 served on a subcommittee to study whether a zoning overlay would be a better balanced approach to the periodic need to renew the 17th Street alcoholic beverage license moratorium.   Although they concluded this was not a viable solution, the experience gave Susan a deeper understanding of community issues and acquaintance with a wider range of people in the community.

Susan joined DCCA in 2003 because the meeting programs, such as candidate forums, were of interest, and (she confesses) because DCCA meetings were often held in mysterious buildings that were not generally open to the public.  She has served on the DCCA Board since 2012 as a Director, Secretary, and Treasurer.

Ed Hanlon - 1st Vice President 
Term: May 2023 - May 2024

Ed Hanlon has lived on Swann Street in the heart of our neighborhood since 1995. Ed graduated from Georgetown Law with honors and has been a practicing attorney for more than 30 years. Ed graduated from Boston College, magna cum laude/Phi Beta Kappa. Ed also has a Master's degree in applied mathematics.  Ed has also been very active in our Community for years, often donating his time as an attorney to neighborhood causes.  Ed has been very active in opposing the Masonic Temple project and conceived the current city-wide challenge under the Americans with Disabilities Act to DDOT’s bike lane program. That ADA challenge is being handled by attorneys from 2 nationally known law firms. Ed’s photo shows his passions, his love for his dogs and his love for gardening.

Marcy Logan - 2nd Vice President
Term: May 2023 - May 2024

A graduate of Miami University, Marcy Logan arrived in Washington from Ohio in 1963. She first lived at the Willard Court Apartments at 17th and Willard. Ten years later she started buying and renovating houses, first in Capitol Hill and then DuPont Circle. Her early experience with the Capitol Hill Restoration Society led to her joining DCCA in the late 70’s. In 1980 she and her partner started a condominium management company which was eventually handed down to her partner’s son. Taking delight in Dupont architecture and the stories behind the houses, Marcy has enjoyed working on the DCCA House Tour. As an avid birder, Marcy looks for birds while she works in Freedom Garden and T St Park.

Lance Salonia - Treasurer
Term: May 2023 - May 2024

Lance Salonia has been a DCCA member for over 15 years and active in the community on historic preservation and other regulatory issues. Lance is a former director of the Dupont Circle Conservancy and is a current member and former Trustee of the Committee of 100 on the Federal City, where he helped lead the Vision Awards Program -- acknowledging city-wide civic contributions. He started his civic activism serving as an ANC Commissioner in Sheridan- Kalorama where he was chair for 4 out of the 5 years he served on the commission from 1997 through 2001. He moved to Dupont Circle in 2005 and is a resident of S Street. In his professional life, he is an IT consultant and holds degrees from the McIntire School of Business at the University of Virginia and an MBA from Trinity College Dublin (Ireland). Lance is the chair of DCCA's Regulatory Committee.

Patty Zweibel - Secretary
Term: May 2023 - May 2024
Patty and her husband Dan moved to Arlington, VA in 2008 to be closer to their jobs in the city; and in 2012, as a result of Hurricane Sandy‘s severe damage to their Arlington rental, they decided to move temporarily to Washington. The temporary nature of that move lasted 10 days, which is all it took for Patty and Dan to realize that they love being in the city. They had the good fortune to get a rental in the Gables at 1750 P St NW, and in 2016 bought their own place in Dupont, at the Twining Court condos. Patty has been a member of DCCA since 2012, and is interested in helping keep our neighborhood a great place to live. Patty is a lawyer who has had stints in a law firm, a non-profit, and the federal government. She enjoys DC's live theatre and music scene, playing trombone in a few local groups, playing bridge, and hiking and cycling.

Arlene Feskanich - Board Member
Term: March 2024 - May 2024
Arlene Feskanich moved to Washington with her husband, Hossain Mousavi, in 1984 to take a job with the federal government. She began her federal career as a computer programmer with the Internal Revenue Service. She retired in 2015 as an IT auditor in the office of the Treasury Inspector General for Tax Administration. Before moving to Washington, Arlene was a teacher of English as a second language in Mexico, Algeria, and Philadelphia. Arlene has lived in her Seaton Street neighborhood since coming to Washington. She loves the neighborhood’s diversity and its strong sense of community. You can often find Arlene and her husband outside chatting with neighbors, gardening, and tending to their rose bushes.

John Hassell - Board Member
Term: May 2023 - May 2026

John Hassell has been a resident of the Dupont Circle neighborhood since 2003. He serves as National Advocacy Director for AIDS Healthcare Foundation. He joined the staff at AHF as its regional director based in Washington, D.C. in January 2015. He formerly served as senior adviser for UNAIDS Caribbean Regional Support Team in Trinidad and Tobago, and director of its Washington office. He is the former director of federal and state government affairs for Hewlett-Packard. A graduate of the College of William and Mary, he attended Wesley Theological Seminary and San Jose State University. He has served in public affairs roles at Hewlett-Packard, Simpson Investment Company, FMC Corporation and Caterpillar Inc. He has served on the boards of the ARIS Project, the Northwest AIDS Foundation, the Pierce County Community AIDS Partnership, the Tacoma Pierce County Urban League, the Festival Center, University of San Francisco AIDS Leadership Council, the Human Rights Campaign Business Council, the Santa Clara County AIDS Commission and the Santa Clara Chamber of Commerce, McKinley Tech High School Parent Teacher Organization. He is currently a member of the board of the Ryan White Clinics for 340B Access.

Rebecca Martin - Board Member
Term: May 2022 - May 2025

Rebecca moved to Washington in 2011, following a long career in higher education administration which spanned several states and institutions. She retired in 2023 and has lived in Dupont East for the past nine years.  Rebecca is an avid gardener and was delighted to become involved in DCCA's stewardship of the T Street Park and Freedom Garden.  She is active in the Dupont Circle Village and the Reeb Voting Rights Project at All Souls Church.


Diane Callis Quinn - Board Member
Term: May 2021 - May 2024

Born in Chicago, Diane is a homeowner who has lived in the DuPont since the early 1980’s. Diane has deep family ties to the District of Columbia as she spent her childhood summers in DC with her grandfather, Dr. Henry Arthur Callis, who practiced medicine on U street NW and his wife Myra, a social worker, both of whom are her role models for their activism toward achieving social justice. Upon completing a master’s degree at The American University in Human Resources and Organizational Development, Diane left AT& T and joined the DC Government. She served as a Regional Manager for DC Public and Assisted Housing (now the DC Housing Authority); was Administrator for the Office of Policy and Planning at DC Parks and Recreation (DPR), and as Human Capital Manager for DDOT. Diane’s also has non-profit experience; she created the “Friends of DPR” and 12 neighborhood based non-profit “Friends of” groups. Diane was on the executive team of a non-profit based in Maryland that served adults with intellectual and developmental disabilities. Diane currently volunteers for Samaritan Ministry and is serving a third term on the Vestry of  St. Luke’s Episcopal Church where she is also an active Daughter of the King. Diane joined DCCA in that its mission supports her interest in preserving the historic character of the DuPont area and concern for issues related to those experiencing homelessness.

Justin Thornton - Board Member
Term:  May 2022- May 2025

Justin Thornton is a longtime DC resident who moved to Dupont in 2020. He lives near 17th and Corcoran with his wife, an attorney practicing federal education law and their young daughter. Justin is a seasoned real estate developer and has dealt with numerous real estate assignments, always with a concern for preservation, neighborhood, and community.  Justin has been a member of DCCA since 2022. He is always good-humored, despite the sleeplessness of a 6-month-old daughter, and always concerned to maintain friendly relationships with his neighbors and to improve the local community.

Susan Valaskovic - Board Member
Term: May 2023-May 2026

Susan Valaskovic, DSS, was a DC resident from 1993 – 2002. When she retired in 2021, she returned to her home at the Presidential at16 th and L and when her building protested expansion of a bar located close to her apartment. DCCA’s involvement was a key factor in the negotiated settlement, and she was eager to get involved. She believes her 30 years of experience in developing good governance programs that focus on customer service and civic engagement offers a background that will be useful to DCCA’s work.

She has served as a Deputy Director of Vice President Gore’s Reinventing Government team, during that time she saw the great work of the decennial census and after managing recruitment for the Chicago Region in 2010, she helped develop the partnership program in 2020. She honed her international skills as an Advisor to President Vicente Fox team in Mexico and at Harvard’s Kennedy School and by working with countries as diverse as Albania and Bangladesh.

Since returning to DC, she volunteers at St. John’s, Lafayette Square and the University Club. In addition, she loves to hike, travel and after talking about it for 20 years, she completed her doctorate in spiritual science last year.

Founded in 1922 in a townhouse at 1767 P Street, to promote and protect the interests of the residents, the Dupont Circle Citizens Association (DCCA) is the premier civic and residential organization in the Dupont Circle area.  DCCA brings neighbors, including residents, businesses and non-profit organizations, together to improve the quality of life in an active and diverse urban neighborhood. It holds membership meetings nine times each year, which are open to the public, organizes the Dupont Circle House Tour, resolves neighborhood issues through its committees, donates to local causes, and incubates innovative projects.
